Bill Comee has been President/Director of Charter Trading Corporation since founding the company in 1987. Since 1989, Charter has provided communications services to the United States Department of Defense in Central America as contractor for the Central American Regional Communications Network (CARCN). Additionally, Charter has provided communications and operational support to the US Government in Saudi Arabia, Somalia, Rowanda, Bosnia and other international locations.

Charter also provides consulting services to a number of US Corporations concerning business opportunities and operations in the international environment. Current agreements include Harris Corporation, Loral Sky Net, American Tele-Communications International, SerCom Management Corporation and Dial VOIP. Charter Trading Corporation is a Top Secret DISCO facility and handles various classified activities for the US Government.

In 1993 Bill Comee and Dave Olsen co-founded Charter Communications International, Inc. to provide International Communications and Internet Services in the United States and Latin America. This company became public in 1994 on NASDAQ.

During his service with the United States Army, Bill Comee served as Director of Operations (J-3), United States Southern Command, Commander and US Operational Forces Central America as JTF Bravo Commander. Prior to his Latin American assignments he served as Chief of Plans, Rapid Joint Task Force for the Middle East. His last assignment before retiring was with a Joint NSC and DOD Study Group in Washington, DC tasked to recommend Research and Development Investment in National Security related technology. During his first assignment to Washington, DC he served as Executive to the Director of Operations, US Army Staff, Chief of Special Plans and served with another government agency for the launch of the first KH-11 satellite in 1976.

Bill Comee is a graduate of Texas A&M University with a BA, University of Colorado with a MA, US Army Command & General Staff College, US Air Force War College and the US State Department Senior Interdepartmental Seminar.
